Position Summary


Provides strategic leadership, vision, and direction necessary in the operational Nuclear Generation Plant Site’s Supply Chain function ensuring site’s financial and operational goals and objectives are obtained. Prioritizes and implements the tasks necessary to deliver quality services to the site. Develops and implements strategic sourcing activities and coordinates and manages site Procurement, Warehousing, and Receiving and operational support response activities. Responsible for coordinating and ensuring the lowest total cost supply base and sourcing competitiveness throughout the sourcing process for the site. Supply Chain Representative with Nuclear Vice Presidents and Directors in site meetings and Operational Control Center.

Essential Responsibilities

  • Work with direct and indirect reports to ensure all material and services procured, inventory management warehousing services delivered, and all procurement engineering products developed meet nuclear site requirements and comply with the Quality Assurance program Xcel has committed to with the NRC and properly administered in compliance with all regulations and policies to include Fitness For Duty oversight and implementation of Supply Chain personnel

  • Establish and communicate clear performance expectations that are in alignment with Nuclear and Corporate procedures, policies, control processes and strategy. Monitor performance against expectations. Coordinate with Sourcing and Engineering Managers to ensure compliance with sourcing strategies and procurement guidelines. Direct and effectively manage supply chain function for scheduled and unscheduled work.

  • Identify develop implement and managing opportunities for process improvement, value creation, and compliance with NRC commitment initiatives. Demonstrate leadership in the area of safety by providing focused coaching, oversight and observation of safety rules and practices.

  • Develop and facilitate collaborative working relationships with internal customers and the supply base through communications and timely reporting of changes in critical business matters. Provide internal customers and management regular updates on key performance metrics and status of process improvement initiatives. Provide input and direction of O&M and Capital spend within Nuclear Maintain Business Unit.

  • Lead issue identification and resolution teams to address plant operational issues, supplier deficiencies, and complex sourcing activities. Plan, prepare and execute procurement activities for Refueling Outages to ensure site refurbishment, testing and restoration of systems and components for continuous support is provided.

  • Serve as Nuclear Site Functional Manager including the lead for performance assessments, the Nuclear Corrective Action Program, Nuclear SCM processes and procedures and Procurement Engineering’s support of the work management process.

  • Implement and manage skills development programs to ensure that supply chain operations personnel are developing skills required to effectively execute their responsibilities and maintain nuclear qualifications.

  • Serve as the Supply Representative with senior Nuclear Leaders (Chief Nuclear Officer and Vice Presidents of Maintain, Operate and Projects. Serve as point of contact for the Nuclear Plants. Leads and coordinates material support for Nuclear stations during emergent maintenance windows.

Minimum Requirements


- Bachelor's degree from an accredited college in purchasing, materials management, logistics, business administration, or engineering.

- Six years of directly related equivalent experience in Nuclear Purchasing, Warehousing, or Procurement Engineering may be substituted for the degree requirement.
- 6-8 years of professional related experience with progressively increasing supervisory responsibility in Purchasing, Engineering, and/or Materials Management positions required.

- Certified Purchasing Manager designation or master’s degree in business administration is preferred.

- Knowledge of 10 CFR 50 Appendix B including applicable guidelines and ANSI Standards for nuclear procurement is preferred.

- Ability to obtain and maintain unescorted access required.

- Emergency response team assignment may require living within 30 or 60 minutes from plant.
