Locations
This is a Standard Operations position responsible for providing end-to-end project management, leadership, and coordination for large, complex gas transmission and utility construction projects, as well as transformational project workstreams. The Construction Project Manager is accountable for managing project scope, schedule, cost, and risk from execution through close-out.
The role leads cross-functional, largely remote teams delivering regulation station rebuilds, pipeline relocations (including mandated relocations), residential gas work, and Remote Terminal Unit (RTU) refresh programs. Projects are typically executed within a one-year lifecycle and occur in high-risk, regulated environments. This position ensures alignment between project financial performance and operational objectives while maintaining compliance with safety, regulatory, and company standards.

Key Project Scope
- Gas transmission regulation station rebuilds
- Pipeline relocation and mandated relocation projects
- Residential gas construction projects
- RTU refresh and relocation programs
- Capital (CAPEX) and infrastructure refresh projects
Financial Management
- Function as project controller for assigned projects
- Manage project financials, including budgeting, forecasting, and actuals tracking
- Perform monthly forecasting in coordination with project controls and cost analysts
- Review actuals versus planned budgets throughout the project lifecycle and identify variances
- Recommend and implement corrective actions to address cost and schedule impacts
- Facilitate RFP development, bid evaluation, and contract management processes
- Review and negotiate contractor and vendor quotes
- Ensure timely project closure, final payment processing, and financial reconciliation
- Lead project requirements gathering and planning efforts in collaboration with all key stakeholders
- Develop solution and execution designs defining full project scope
- Secure required internal and external approvals for scope, schedule, and budget
- Ensure coordination with parallel initiatives and confirm dependencies are identified and managed
- Define project deliverables and required delivery dates
- Develop detailed work plans, WBS structures, milestone schedules, and cost/benefit estimates
- Create and maintain project schedules using Primavera P6 and Gantt charts
- Independently manage projects to approved scope, schedule, and budget
- Lead daily or bi-weekly cross-functional team meetings
- Provide cross-functional tracking and reporting as required
- Identify gaps in execution plans and develop closure strategies
- Participate in and lead design and constructability reviews
- Ensure successful delivery of all project milestones and deliverables in a dynamic, complex environment
- Complete and manage project documentation and approvals using Nintex workflows
- Conduct site visits during the construction season (approximately March–November)
- Manage internal and external resources across engineering, construction, and support functions
- Manage assigned contracts, including performance requirements and payment milestones
- Develop and adapt comprehensive resource plans for a matrixed team of diverse talent
- Balance skill utilization and cost efficiency across the project team
- Provide mentoring and guidance to less experienced project team members
- Manage scope change request processes and ensure appropriate approvals
- Identify project risks and issues throughout the lifecycle
- Develop mitigation strategies and contingency plans
- Escalate risks and issues as appropriate to leadership
- Communicate project status, risks, and financial performance to all levels of the organization
- Establish and maintain effective, collaborative working relationships with internal stakeholders and external partners
- Coordinate with right-of-way agents, engineering design firms, mechanical contractors, and project controls teams
- Ensure alignment between project execution and business unit financial and operational goals

- Proven ability to manage vendors, contractors, and engineering firms
- Experience leading cross-functional and remote teams
- Bachelor’s degree in Engineering (preferred)
- PMP certification (preferred)
- Minimum of 5 years of project management experience within:
- Natural gas utilities
- Gas transmission or pipeline operations
- Oil & gas (upstream, midstream, downstream)
- Gas processing or public utilities
- Demonstrated experience in construction, engineering, and construction project management
- Experience managing high-risk construction projects in regulated environments
- One 45-minute interview (single round)
- Prior construction and project management experience
- Forecasting and scheduling expertise, including Gantt chart development
- Leadership approach, strengths, and development areas
- Experience managing CAPEX and infrastructure refresh projects in utility or oil & gas environments
